When a vice-president is presiding in the absence of the president, does he/she have a vote or can he/she make motions?

Dear Marty,
The same rules apply to all who preside in the chair. The person in the chair can only vote to make or break a tie vote or in a ballot vote. He can only make motions if he steps down from the chair.
