What happens if we can get no one to fill the President and Vice President HOA positions ? Can a management company perform these rolls ?

What a scenario! No the management company cannot fill that role. Guess what? The current President and Vice-President must stay in those positions until someone is elected to fill them. I am sure that you are incorporated. Most corporate codes provide that people stay in the positions until a successor is elected.
